The requirements for the establishment and expansion of industrial clusters (ICs) are clearly stipulated in the Government’s Decree No. 68/2017/ND-CP on the management and development of industrial clusters.
Accordingly, an industrial cluster can be established if it meets the following requirements:
1- The cluster is included in an already-approved industrial cluster development plan;
2- The cluster has its technical infrastructure constructed by legally registered, competent and experienced businesses and cooperatives;
3- If a district-level locality has already established industrial clusters, the average filling rate of those clusters must exceed 50% or the clusters’ total industrial land fund yet to be leased must be less than 50 hectares.
An industrial cluster wishing to be expanded must satisfy the conditions as follows:
1- The expansion must not exceed 75 hectares and the cluster’s land fund must be in line with land use plans in the district-level locality;
2- The cluster has its technical infrastructure constructed by legally registered, competent and experienced businesses and cooperatives;
3- The filling rate of the cluster must be at least 60% or the demand for leasing the cluster’s industrial land exceeds its current land area;
4- The cluster has completed and put into regular operation common technical infrastructure facilities in line with the detailed plan which has been approved.
