MASTER PLAN FOR SOCIO-ECONOMIC DEVELOPMENT IN BAC GIANG PROVINCE UP TO 2020

DEVELOPMENT GOALS TILL 2020

1. General objective:

- Maintaining the economic development speed higher than the general development speed of the Northern Midland and Mountainous Area and the whole country, the economic structure has shifted in a positive direction; to build a centralized and key infrastructure system to better meet socio-economic development; exploit and rationally use potentials and strengths to develop industry, services and farmers. Comprehensively develop cultural and social fields, improve the quality of human resources, well implement social security policies, and improve people's lives. To basically deal with environmental pollution, maintain political security, social security and disability, and consolidate national defense and military. 

- Strive to 2020, putting Bac Giang among the top provinces in terms of GDP per capita in the Northern Midlands and Mountains region and equal to 90-95% of the national average

2. Specific objectives:

a. Economic:

 - The average growth rate in the 2016-2020 period will reach 10 - 10.5%; The average growth rate of labor productivity in the 2016-2020 period will reach 8.5-9% per year. - Average income per capita is about USD 2,700 - 2,800; Economic structure: The industry - construction sector accounts for about 42 - 42.3%, the service sector accounts for about 38 - 38.3% and the agriculture, forestry and fishery sector accounts for about 20 - 19.4 %; export turnover reached 2.5 - 3.0 billion USD.

b. Regarding culture, society, education and training, health care:

 - The average population growth rate will be around 0.76%, the urban population rate will reach 22.3%, reaching 25 patient beds / 10 thousand people, the rate of positive malnutrition among children under 5 will be 12%. ; the rate of schools meeting national standards for pre-primary education is 88.5%, for elementary schools, 97.7%, for junior high schools, for 88.8% and for senior secondary schools, for 75.5%; the rate of trained labor reaches 70% by 2020 and poverty reduction from 1.5 to 2.0%; creating jobs for 29,000 - 30,000 people / year, reducing unemployment rate in urban areas to 3.5%.

c. Resource use and environmental protection:
- Effectively and sustainably exploit and use natural resources, especially land, water, minerals and forests in accordance with the law.- Striving for 100% of operating industrial parks and industrial clusters with centralized wastewater treatment system; The rate of domestic wastewater being treated up to standard is about 60%; the rate of households using clean water in rural areas reaches 100%; solid waste collection rate reaches 70%, of which the rate of treated waste reaches 98%; forest cover rate reaches 38% and protects biodiversity well, adapting to climate change.
d. About space and infrastructure:
- The urbanization rate will reach 22.3%, focusing on building Bac Giang city and 2 towns of Chu and Thang to coordinate sub-regional development; developing production space, paying attention to the cluster of agricultural households and participating in mechanical and electronic assistance groups in Hanoi and high quality agricultural areas.- Striving the percentage of communes meeting new rural criteria is 35-40%.

đ. National defense, security, social order and safety:
 - Strengthening the state management of defense and security, proactively grasping the situation, not being passive and unexpected; fight against the misuse of the people, religion, and propaganda of the hostile forces, especially in key areas. Preparing all necessary plans and facilities conditions ready to take initiative in coping with a situation.

III. VISION TO 2020 

1. General objectives:- Strive to make Bac Giang become an industrial province, with a development level above the average of the countries. The economy has risen from advanced industry and services, green industry development, clean agriculture, modern cities and cultural tourism. To organize scientific spaces, urban systems and rural areas in harmonious development, to organize production with concentrated industrial parks and clusters, development services and high-quality agriculture; synchronous infrastructure system. Preserving and promoting the national cultural identity, creating people with a good life and a high standard of living. Political security, national defense and social order and safety are guaranteed.

- The average growth rate will reach 9.5-10% / year in the 2021-2030 period; per capita income reached 9,300 - 9,500 USD, the structure shifted in a positive direction, the industry and services accounted for 88.5 - 89%, exports reached over 6.5 billion USD.

• Strive for 100% of pre-schools and high schools at all levels to reach the national standards; basically complete the system of vocational schools and universities with good quality; the system of modern medical facilities, meeting the people's medical examination and treatment needs, and the population with equal and convenient access to medical services. - Quickly shift the labor structure from agriculture to industry and services; urban population accounts for 36.7%; cultural and historical values ​​continue to be preserved and promoted; system of cultural institutions, physical training and sports, is interested in better construction investment.
• c) Development of space and infrastructure:
• Developing harmoniously between urban and rural areas, the rate of urbanization reaches 36.7%; Spatial development and construction of synchronous infrastructure between urban and rural areas, mountainous areas, between sectors, especially key urban areas, production areas, service areas and infrastructure. complete and modern.
• d) Regarding land use and environmental protection:

 - Unused land, low-efficiency agricultural production land are converted to suitable crops, new plantations or animal husbandry to obtain higher economic values. - Industrial, agricultural and daily-life wastes are basically treated up to national standards.
