Detail goal:
• Strive to achieve an average annual GDP growth rate from 14.8% in 2006 to 2020; in which, the period 2006-2010 is 13% in the period 2011-2015 is 15% and in the period 2016-2020 is 16.5%. GDP per capita in 2010 will reach about USD 900; 2015 is 2,200 USD and 2020 is 4,000 USD;
• Economic structure continues to shift in a positive direction, specifically: in 2010, industry - construction accounted for 37.4%, agriculture, forestry and fishery accounted for 27.6%, service accounted for 27.6%. 35.0%; by 2015 this proportion will be 40.0% - 22.0% - 38.0% and in 2020: 43.0% - 16.0% - 41.0%;
• Export turnover will account for 360 million USD in 2010; 750 million USD in 2015 and 1.4 billion USD in 2020.

Agriculture and Forestry:
• Developing agriculture, forestry and agriculture in the direction associated with commodity production and export production; improve productivity and quality of agricultural products on the basis of strong investment in seed production; promote application of technical advances into production; strengthening the training of scientific and technical staff and managerial staff with capacity to meet the requirements of industrialization and modernization of rural agriculture;

Seafood:

• Regarding export:
To develop strategic export groups such as: aquatic products, refined wooden products, minerals, garments, shoes, handicrafts, etc., in the direction of restricting export of raw materials, increasing the proportion of refined goods and gradually produce high-class export products.
• Travel:
To strive for the target that by 2010, reaching 1 million visitors / year (international visitors accounting for around 16%); by 2020, reaching about 2 million visitors / year (international visitors 25%). To carry out the planning on the space of routes, zones, clusters and tourist spots and focus on investment in developing typical tourist products of the province. To adopt investment incentive policies to attract major national and international tourism companies to invest in tourist spots on Phuong Mai - Nui Ba route in order to soon form a national key tourist route.
• About service:
Developing service industries: finance, banking, transportation, post and telecommunications, consulting; developing the market system, combining existing markets with building new markets and wholesale markets.
• Regarding urban development:
To strive to make Quy Nhon city soon become a grade-I city directly attached to the province; To develop towns: Binh Dinh into Binh Dinh town, Bong Son into Bong Son town in 2010, Phu Phong into Phu Phong town before 2015 and Cat Tien into Cat Tien town before 2020.
Infrastructure development
• Transportation:
By 2010, to renovate and upgrade national highway 19 section of Quy Nhon port - An Khe mountain pass into a delta grade III port, of which the Quy Nhon - Phu Phong port section is 40 km long according to delta grade I standards. • Population, labor and employment:
