Pursuant to the Prime Minister's Decision No. 15/2007 / QD-TTg of January 29, 2007, approving the Master Plan on socio-economic development of Ba Ria - Vung Tau province in the 2006-2015 period, Looking forward to 2020
1. Development perspective:
a) Continue to build a market economy, socialist orientation, encourage and create equal conditions for all economic sectors to develop, creating an environment to attract investors in the province, in the country and foreign investment in Ba Ria - Vung Tau province;
b) Proactive international and regional economic integration; develop industries and sectors with potentials and competitive advantages;
c) Associate economic growth with ensuring the implementation of equality, social progress, improving the material and spiritual life of the people; attach importance to developing rural areas toward civilization and modernity, gradually reducing the disparity in the enjoyment of basic social services and increasing incomes between rural areas, islands and urban areas;
d) Promote the career of education and training of human resources, considering human resources to be a decisive factor in socio-economic development;
d) Combination of production development with infrastructure development across regions;
f) Implementing sustainable economic development on the basis of protecting, regenerating and enriching marine resources, forests, land, water sources and protecting the environment, especially ecological and marine environments;
g) To closely combine economic development with national defense and security assurance, building the entire people's national defense and the people's security posture.
2. Development objectives:
a) General objective: To build Ba Ria - Vung Tau into an industrial province, strong in the marine economy, with a national and international trading port system, to be an industrial, service and tourism center. seafood of the region and the whole country; markedly improve people's living standards; firmly ensuring national defense and security.
b) Specific objectives:
- Average GDP growth per year in the 2006-2010 period will reach 11.32% (excluding oil and gas, reaching 17.49%); in the 2011-2015 period, it will reach 11.8% (excluding petroleum, reaching 16.58%); in the 2016-2020 period, to reach 11.13% (excluding petroleum, to reach 13.35%);
- Create a strong economic restructuring in the direction of promoting rapid development of the service sector, especially tourism, port and trade services; developing modern technology industries, high labor productivity, producing goods of quality assurance; promote structural transformation within each economic sector to improve efficiency, proceed to the development of the knowledge economy. Economic structure by 2010: industry and construction account for 79.34%; service 18.74%; agriculture, forestry and fishery 1.92% (if excluding petroleum, the corresponding economic structure is: 58.04%; 38.07%; 3.89%). By 2020, the economic structure will be: industry and construction account for 61.55%; service increased to about 36.8%; agriculture, forestry and fishery 1.65% (if excluding the petroleum, the corresponding economic structure is: 53.23%; 44.77%; 2%);
-GDP per capita by 2010 will be about 11,460 USD, 3.15 times higher than in 2000; by 2020, it will reach about 27,000 USD, 2.36 times higher than in 2010;
- Develop strongly foreign economic relations, strive to boost exports to reach US $ 5.8 billion by 2010 (if excluding oil and gas reaching US $ 523 million). The average export growth rate (excluding oil and gas) in the 2006-2010 period will reach 12% / year and reach 9-10% / year in the 2011-2020 period; by 2020 exports (excluding oil and gas) will reach US $ 1 billion;
- Mobilizing development investment capital sources in the 2006-2010 period will reach around US $ 6.4 billion (1994 prices); in the 2011-2020 period, about USD 31.3 billion;
- Create a fundamental and comprehensive transformation of the education and training sector; attaching importance to vocational training suitable to the province's socio-economic development demands; raise the percentage of trained labor to over 50% by 2010 and over 80% by 2020; create jobs for workers;
- By 2010, the natural population growth rate will be approximately 1%, with a population of about 1,026 million and urban population of 57.3%. By 2020, to stabilize the population size of about 1.18 million people, the urban population rate of 69.06%;
- Develop cultural-information activities, preserve and embellish and promote the values of national cultural and historical relics; building cultural institutions according to planning; diversified physical training and sports; improve the quality of people's health care and protection services; by 2010, the number of sick-beds per ten thousand people will reach 25 beds, to be further raised to 28 beds by 2015 and 30 beds by 2020. To well implement socialization in the fields of culture, health and education;
- Develop infrastructure in rural areas to form a developed, civilized and modern rural area close to urban life. By 2010, 98% of households will have access to electricity and 98% will have clean water; by 2020, 100% of rural households will have access to electricity and 100% of households will use clean water;
- Narrow disparities among regions and population strata in the enjoyment of basic social services. By 2010, there will be basically no poor households based on the province's poverty line (1.5 times higher than the national poverty line) and continue to raise people's living standards in the next period;
- Ensuring national defense, security and social order and safety, ensuring traffic order and safety, effectively implementing the program of 4 reduction (including: crimes, traffic accidents, drug offenses, prostitution), minimize social evils; preserving the ecological environment and sustainable development.
3. Development of branches and domains:
a) Industrial development:
Develop key industries based on promoting the province's potential strengths: continue to strongly promote oil and gas exploration in order to increase the volume of exploitation, develop service and oil support industries. gas and industries use gas as raw materials and fuels; shipbuilding industry, port service industry, serving for shipping activities. Promote processing of seafood for export and domestic consumption, paying attention to the development of the production of construction materials from local raw materials;
- Focusing on investment in complete infrastructure of 9 industrial parks which have been established to promote efficiency. Establishment of a 100-ha Kim Dinh industrial park and a high-tech park of the province in Ba Ria town. When the industrial parks reach the occupancy rate of over 60%, they will invest in developing industrial parks: Long Huong (400 ha), Long Son (500-600 ha), ports and petroleum services Ben Dinh ( 100 ha);
- To orient in each district, town and city to invest in the development of a number of industrial and small-scale industrial clusters to create conditions for the development of small and medium-sized enterprises, industrial development in service of agriculture, fishery and development. developing rural economy, creating jobs for local laborers;
- Developing and distributing industrial parks and industrial clusters on the basis of rational use of natural resources and labor and ensuring environmental requirements;
- Mobilizing investment capital sources of domestic and foreign economic sectors to develop infrastructure in the fences of industrial parks and complexes; at the same time, the budget capital must be balanced to ensure the synchronous development of technical infrastructure outside the fence and the synchronous development of social infrastructure system.
- Promote the advantages of the seaport system, develop petroleum services, maritime services, promote waterway transport services including inland and sea water transport. Developing international maritime services at ports in Thi Vai, Vung Tau and Con Dao areas. Strive to reduce service costs, improve the competitiveness of shipping services;
- Development of credit activities associated with economic restructuring to contribute to the implementation of the province's socio-economic development goals. Establish and well manage the operations of funds such as Credit Guarantee Fund for small and medium-sized enterprises, Venture Capital Fund, Social Protection Fund. Development of business activities, financial brokerage, insurance, formation of financial companies. To develop a modern infrastructure system up to international standards so that after 2010, to form a financial center in Vung Tau city.
c) Development of agriculture, forestry and fisheries:
- Building a sustainable development of commodity agriculture associated with building a rural area with comprehensive socio-economic and development development. Building agriculture in the direction of urban ecology, focusing on building a number of hi-tech agricultural zones, applying biotechnology with the aim of increasing the output value and income / unit of land area. Undertake rural industrialization and modernization, linking agricultural development with processing industry;
- Promote internal restructuring of agriculture towards developing perennial industrial crops for export, developing vegetable and fruit production and husbandry;
- Continue to invest in building and completing irrigation systems, especially the completion of Ray river lake; solidify 100% of canals and systems, ensure proactive irrigation, prevent salinity, control flooding;
-To form concentrated and specialized agricultural production areas;
- To develop concentrated husbandry in the direction of industrialization and modernization, constantly increasing the scale of high-quality cattle and poultry herds;
- Convert a part of forestry land to non-agricultural purposes to create land fund for development of industrial parks, ports, tourism services and some urban areas and residential areas. Conversion of forestry land to other purposes must be made on the basis of land use planning and forestry development planning. For forestry land converted to tourism development objectives, investment in ecotourism types is only allowed, ensuring the promotion of potentials and strengths and not changing the nature of forests; at the same time, continue to improve the forest for tourism development;
- To develop fisheries in the direction of efficient offshore fishing, attaching importance to the exploitation of high-value aquatic products, well-organizing the preservation of post-catch seafood in order to raise product value; protect marine resources, prohibit destructive fishing measures. Adjust the structure of the fishing industry to suit the characteristics of the fishing grounds and fishing seasons. Develop aquaculture in accordance with existing water features and conditions. Establish aquaculture areas associated with protection of mangroves, agricultural production, irrigation and preserving the ecological environment. To encourage the development of large-capacity ships, restricting the progress to not allowing the building of ships of a capacity of under 90 CV, gradually changing ship hulls with new, durable and economical materials of wood.
d) Developing fields of health, education and training, culture - information and physical training and sports:
- Investing in physical facilities and equipment for grassroots health facilities to implement the technical division; By 2010, district hospitals will reach grade-III hospital standards and 100% of health stations will reach national standards of health. After 2010 continue to upgrade to a higher standard. Build high quality hospitals and health centers;
- To develop preschool education, maintain the achievement of universalizing primary and lower secondary education and achieve the standard of universalization in the whole province by 2010. 4. Infrastructure development: Focusing on investment in infrastructure development:
- To develop a port system according to the port cluster planning under group of seaports No. 5 and group of seaports No. 8. To dredge channels, renovate channels and build a system of seaports and inland ports to develop transportation. loading by sea and by river;
- Investment in important road traffic axes; to build Vung Tau - Ho Chi Minh City expressway; upgrading and expanding Highway 51. Completely building the provincial road transport system. Continue to invest in new, upgrade and asphalt the rural roads; renovating, upgrading and investing in the construction of new transportation systems in urban centers, with a special priority given to investment in Phu My new urban transport system;
-In the 2006-2010 period, to continue upgrading Co Ong airport to a 150-seat aircraft that can move up and down. In the 2011-2020 period, to build Vung Tau airport and aviation service center in Go Gang;
- Deploying research on building Bien Hoa - Vung Tau railway in association with industrial parks and ports so that it can be started in the period of 2011-2020;
- Capacity building and modernization of communication systems;
- Continue to expand the existing water supply plants and build a number of new water supply systems. Expanding urban water supply systems. To build new water supply systems in communes which do not exist yet; upgrade existing water supply systems;
- Concentrate on investing in drainage systems in urban areas, build separate rainwater and wastewater collection sewers and build wastewater treatment stations up to national standards. Concentrated industrial zones should build separate treatment stations according to the characteristics of each zone. Industrial wastewater and hospital wastewater must be treated up to standard B before being discharged into a common drainage system (underground sewers, canals, canals, rivers, ...);
- Building more electricity transmission grids of 110 KV and 35 KV; electricity distribution network of 15 KV and construction of source stations to meet electricity demand.
6. Organization of common territorial space of the Province:
Organization of central urban clusters and surrounding urban spots. The development space has a diffuse form in the central urban cluster of Vung Tau - Ba Ria from the southwest to the northeast in the direction of the major national highways in the province: National highways: 51, 55, 56. Development coastal areas in the form of eco-tourism in form of tourist urban centers. To develop towns and townships for administrative services and agricultural and forestry production in the form of urban centers:
a) Vung Tau City: is the largest urban center, meeting grade-II urban standards with the function of a tourist center, petroleum services, financial services, banking, port economy; in the 2010-2020 period, to develop a new urban center in Long Son;
b) Phu My new urban area: will reach grade-IV urban standards by 2010 and grade-III standards by 2015. This is an industrial and port urban area;
c) Ba Ria town is the administrative center of the province; At the same time, it is the largest trade and trade center in the province. Currently, it is a grade-IV urban center and a grade-III urban center will be upgraded in 2010
d) In Long Dien, two towns will continue to develop: Long Dien is the district center; Long Hai town will develop a new urban center with the function of tourist urban;
d) In Dat Do, two towns will be developed: Dat Do is the district center and Phuoc Hai is the tourist town;
e) In Chau Duc, apart from Ngai Giao town being the center of the district, Kim Long town will be developed;
g) In Xuyen Moc, apart from Phuoc Buu town which is currently the district center, more towns will be developed: Hoa Binh, Binh Chau and Ho Tram;
h) Con Dao in particular will develop into a high-quality economic-tourist and service area, in the period from 2010 to the towns of Con Son, Ben Dam and Co Ong with a population of about 14,000 people. . By 2020, it will form in Con Dao modern urban area, the whole island is a big urban.
7. Orientations for important investment programs and projects:
a) To complete the infrastructure system of the industrial province with the leading development level of the whole country, on a par with the region;
b) Continue to invest in upgrading the modern road system to international standards;
c) Investment in upgrading technical infrastructure systems in urban areas according to modern and civilized standards; in particular, special investment in construction of new urban infrastructure in Phu My;
d) To basically complete the rural transport network along the direction of forming civilized and modern population quarters;
d) Investing in forming and stabilizing the scale of the system of seaports and airports, facilitating the development of transportation services for the southern key economic region;
f) To invest in the development of the post and telecommunications system with modern technologies and qualifications of a regional level;
g) Calling for and promoting investment in the development of a number of key projects in the service sector, especially tourism services;
h) Develop and implement investment programs for tourism development in coastal areas;
i) Formulate tourism development investment projects in the eastern and southeastern regions along the direction of combining development of biological conservation zones and tourism activities in combination with developing agriculture, forestry and protection. and clean the environment;
k) Investment in establishing trade centers, financial and credit services applying modern technology;
l) Calling and promoting large investment projects in the field of industry;
m) Continuing to complete investment in infrastructure of established industrial parks; calling for investment in developing a number of new industrial parks and stabilizing the network of industrial parks in the post-2010 periods;
n) Calling and promoting investment in projects on development of oil and gas exploitation and processing industry, transportation service industry, especially sea shipping in identified industrial parks;
o) Establishment of investment programs for development of technical infrastructure and key projects in the fields of social development:
+ To formulate and implement an investment program to modernize education and training establishments; scientific and technological research. Mobilizing internal resources to implement socialization of education and training activities;
+ Building and implementing investment programs to modernize socio-cultural institutions;
+ Develop and implement an investment program to modernize medical and healthcare facilities;
