THE SITUATION OF SOCIO-ECONOMIC DEVELOPMENT IN BAC KAN PROVINCE IN 2014

According to the report of the Provincial People's Committee, 2014 continued to be a year of many difficulties and challenges for the national economy in general and Bac Kan in particular. However, with the entry of the whole political system; timely leadership and direction of the Provincial Party Committee, People's Committee and authorities at all levels, in 2014 Bac Kan has achieved many achievements in many fields.

 The whole province has 21 out of 26 socio-economic targets meeting and exceeding the plan. The economic growth rate (GRDP) calculated at 2010 comparative prices according to the provincial People's Council's Resolution is estimated at over 10%, reaching 106.6% of the plan. According to the new method, directed by the General Statistics Office, the province's economic growth rate reached 7.37% compared to the same period in 2013. Of which, the agriculture, forestry and fishery sector increased by 4.57%. ; basic industry and construction sector increased by 1.76%; service sector increased by 9.93%; Product tax increased by 33.36% over the same period. The total value added at current prices is estimated at more than VND 6,905 billion, reaching 100% of the plan, up 9.06% over the same period in 2013. The economic structure continues to be maintained in the service-agriculture direction- construction industry. The per capita GRDP is estimated at VND 22.4 million, an increase of VND 1.7 million compared to 2013, reaching about 50% of the national average.

The total food grain production is estimated at more than 173,000 tons, reaching 101.8% of the plan. A number of strong plants are deployed for effective production. The total output of live weight meat was estimated at 15,451 tons, an increase of 7.9% compared to the same period in 2013. The whole province has planted 10,295 / 10,000ha of the plan, reaching 103% of the plan. For the national target program on new rural construction, the whole province has 7 communes meeting 10-14 criteria (an increase of 3 communes compared to 2013); 70 communes achieved 5-9 criteria; 35 communes met less than 5 criteria; There are no communes with white criteria.

 During the year, the provincial People's Committee focused on directing and removing difficulties for enterprises operating in industrial production. Therefore, the Bac Kan Minerals Joint Stock Company was reactivated; Sahabak Joint Stock Company maintained a stable operation of the plywood production plant, conducted a tender for the installation of the MDF wood production equipment; Gang Cam Giang factory was restructured by Tay Giang company; Matexim Materials and Equipment Joint Stock Company maintains 3 production lines; Kim Son Mineral and Iron and Steel Joint Stock Company (Van Loi Company) restructured and adjusted the project. Bac Kan Power Company has started and implemented the project "Electricity supply for villages and hamlets without electricity in Bac Kan province" with the scale of implementation in 143 villages.

The disbursement progress of capital construction increased rapidly by month; By the end of the year, 97.1% of the plan. The provincial People's Committee has coordinated with the Ministry of Transport and the People's Committee of Thai Nguyen to organize the construction of Thai Nguyen-Cho Moi (Bac Kan) highway in the form of BOT with a total investment of 2,746 billion dong; expected to be completed, handed over and put into use from 2016. Implementation of the 186 suspension bridge program; with the support of the provincial Ministry of Transport, complete the investment procedure, prepared to construct 7 suspension bridges; Repairing 92 other suspension bridges. 

Total retail sales of goods and revenue from consumer services were estimated at over VND 3,312 billion; 85.5% of the plan, up 13.3% over the same period. The total number of tourists is estimated at 300,000, reaching 100% of the plan. Total export turnover is estimated at 6 million USD, reaching 100% of the plan. In 2014, the total budget revenue of the province was estimated at VND 430 billion, reaching 95.56% of the plan. The total capital mobilized from the banking system is estimated at VND 3,594 billion; outstanding loans are estimated at VND 7,178 billion.

Graduation exam results for the academic year 2012-2013 reached 98.98%. In the whole province, 1,098 pupils passed the entrance exams to universities and colleges in the entrance examination in 2014. It is expected that in 2014, the province will recognize 28 new communes, wards and towns meeting the standards of universal preschool education for children 5. year old; 3 districts and towns recognized to meet the standards of preschool education for 5-year-old children; there are 8 schools reaching national standards on education, bringing the total number of schools reaching provincial standards to 60 schools. In five provinces, 10 communes are expected to meet national standards of commune health, reaching 125% of the plan, bringing the total number of communes up to 88 communes and wards.

The province has created jobs for 4,720 laborers, reaching 105% of the plan. The rate of poor households across the province in 2014 is expected to decrease by 4.08%. Activities of science, technology and environmental resources are interested in directing and well implementing the plan. The province directs the successful organization of the Congress of Ethnic Minorities at all levels thereby honoring, praising and commending collectives and individuals with outstanding achievements. National defense, security, social order were maintained. The province directed the good implementation of Directive 09-CT / TW of the Party Central Committee Secretariat on "Strengthening the Party's leadership over the movement of the entire people to protect the national security in the new situation".
